I would say that its cheasper and more efficent to boil the right amount from the kettle. Boiling x amount of water just for one or two cups is mop efficent in starting up your boile. Waiting for it to go hot then boiling that water again.
Due the small amount of water in the kettle it doesnt take aslong to boil. Hi whilst waiting ages for a full kettle to boil last week it struck me that it would be much quicker 25 timesif i had filled it from the hot tap 70C instead of 15C. I tried it the next day and it was much quicker and the tea tasted fine so i plan to continue unless anyone can identify any rea.

The above section shows why it stands out to me anytime I see someone fill a kettle from the hot tap. There are people who either dont know or dont care. I expect using the hot tap to save time getting the kettle to boil.
So why would anyone use a mixture of hot and cold. All I can come up with is to save time filling the kettle. If you think about it one way it makes perfect sense.

An alternative method is to get a 25m roll of proper drinking water hose like caravanners use Saw some at Aldi about 30 IIRC - probably similar at BCF and other stores and a 19 caravan carbon filter suitable hose connectors and just fill kettle from nearest outdoor tap - youll probably be getting fresh mains water as well rather than water thats been sitting in pipes around the house.
